Administrative Measures for the Verification of Work Measurement Instruments for Compulsory Certification of the People's Republic of China

Article 1 In order to meet the needs of socialist modernization, safeguard the interests of the state and consumers, protect the health of people and the safety of life and property, and strengthen the management of compulsory verification of work measurement instruments, according to the Ninth The provisions of the article, the formulation of these measures.


Article 2 Compulsory verification refers to the measurement and verification institutions owned or authorized by the people's government at or above the county level for the purposes of trade settlement, security protection, medical and health, and environmental monitoring, and are included in the "Chinese People's Republic of China" attached to these Measures. The measuring instruments of the Catalogue of Work Measurement Instruments for the Compulsory Certification of the Republic are subject to fixed-point periodic verification.


These measures are applicable to work measurement instruments that perform mandatory verification work and use mandatory verification.


Article 3 The metrological administrative department of the people's government at or above the county level shall uniformly supervise and manage the compulsory verification work within its administrative region, and shall designate or authorize the metrological verification institution to perform the compulsory verification task in accordance with the principle of economic rationality and local proximity.


Article 4 The metrological verification institutions of the metrological administrative departments of the people's governments at or above the county level shall be provided by the local people's government for the measurement standards and verification facilities required for the implementation of the national compulsory verification.


Article 5 Units or individuals that use compulsory verification of work measuring instruments must register their work-measuring instruments for compulsory verification according to regulations, and report them to the metrological administrative department of the local county (city) level government for the record and designate them. The metrological verification agency applies for a periodical verification. If the locality cannot be verified, the application period of the metrological verification institution designated by the metrological administrative department of the people's government at the next higher level shall be verified.


Article 6 The period of compulsory verification shall be determined by the metrological verification institution that performs the compulsory verification according to the metrological verification procedures.


Article 7 Any work unit that is subject to compulsory verification shall not be used by any unit or individual if it fails to apply for verification in accordance with the provisions of these Measures or fails to pass the verification.


Article 8 The metrological administrative department of the State Council and the metrological administrative departments of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government shall make provisions for the verification period for various compulsory verification work measuring instruments. The institution that performs the compulsory verification work shall complete the verification on time within the prescribed time limit.


Article 9 The institution that performs the compulsory verification shall issue the verification certificate that has passed the verification to the national unified verification certificate, the verification certificate or the verification of the qualified inspection on the measuring instrument; if the verification is unqualified, the notification result shall be issued. Or cancel the original verification of the seal and certificate.


Article 10 The metrological administrative department of the people's government at or above the county level may, in accordance with the principles of facilitating management and facilitating production and use, and combining the actual conditions of the region, may authorize the metrological verification institutions of the relevant units to perform compulsory verification within the prescribed scope.


Article 11 The organization that is authorized to perform the compulsory verification task shall accept the measurement standard or the measurement of the social public measurement standard; the personnel who perform the compulsory verification shall pass the examination by the authorized unit; the authorized unit shall verify it. Work is supervised.


Article 12 When an organization authorized to perform a compulsory verification task becomes a party to a measurement dispute, it shall be dealt with in accordance with the relevant provisions of the “Implementation Rules of the Measurement Law of the People's Republic of China”.


Article 13 Enterprises and institutions shall strengthen the management of the use of compulsory verification of work measuring instruments, formulate corresponding rules and regulations, and ensure that they are verified according to the cycle.


Article 14 Any unit or individual that uses compulsory verification of work measuring instruments, measurement supervision, management personnel and measurement verification personnel who perform compulsory verification work, in violation of the provisions of these Measures, shall be in accordance with the "Detailed Rules for the Implementation of the Measurement Law of the People's Republic of China". Provisions, pursue legal responsibility.


Article 15 If an institution that performs a compulsory verification work violates the provisions of Article 8 of these Measures and delays the verification period, it shall, in accordance with the requirements of the inspection unit, arrange the verification in time and exempt the verification fee.


Article 16 The metrological administrative department of the State Council may, in accordance with these Measures and the Catalogue of Work Measurement Instruments for Compulsory Verification of the People's Republic of China, formulate a detailed catalogue of compulsory verification of work measuring instruments.


Article 17 These measures shall be interpreted by the metrological administrative department of the State Council.


Article 18 These Measures shall come into force on July 1, 1987.
